Default How do I completely inactivate Outlook's "spam" filter

I run Cloudmark spam filter and like it very much. Recently it was not
available for several days and I started up the Microsoft Outlook junk filter.

Then as soon as I could, I went back to Cloudmark. Now the Microsoft filter
is doing total nonsense: It filters out a massive amount of GOOD MAIL; in
fact it seems not to understand that I set it not to filter at all.

This is extremely annoying and is taking too much of my time.

How do I disable the ****ing Outlook filter?
