Default Preview Pane (Read Pane)

Can someone tell me a registry hack or GP setting that I can use to turn the
Reading Pane off when Outlook loads?

Modify the default "Messages" view so it is off.

In addition to Neo's suggestion, you can also start Outlook with the
/nopreview command line switch.

And neither method will prevent users from turning it back on. For that, you must get Outlook 2007.
