Default Customize Toolbar Outlook 2003

The option "Show Standard and Formatting toolbars on two rows" has been
disabled (i.e. greyed out), can someone please provide information as to what
I need to do (registry edit preferred) to re-enable this option?

I think it is also the reason that I constantly get revisited with the
create adobe pdf toolbar, even though I delete it daily...

Any insights would be appreciated.

Is this a work or home installation? If work, they may have used a GPO or custom installation to disable that option.

Thanks Milly - it is a work installation, and quite likely they have used a
GPO to disable this; advertantly or otherwise is debatable.

I am still after a fix to this issue, other than trying to coerce the IT
dept to alter this for my benefit which will I can guarantee to be an
exercise futility.

If there is a registry edit for this feature (which I am sure there is, but
likely obscure), I would appreciate the heads-up.
