This is often a problem of not properly authenticating to the outgoing

Dear Brian Tillman,

Thank you. Please tell me whether I have not properly authenticated in my
setup, or there is a problem at the service providers end.

Thank you in advance.

There's no way I can tell that without looking at your PC. Examine the
propertirs of your account to determine whether or not you're properly
authenticating.
