Default how do i make outlook remain online all the time ?

i am a home office user. i use send /recieve button to get emails delivered
to my hotmail & yahoo account in outlook 2003. When i want to move messages
between folders or delete any messages, i get ' the connection to the server
is unavailable. Outlook must be connected or be online to complete this
action'. The symbol in the right hand bottom tray'outlook is offline'. I use
2gb broadband connection and have internet connection available to me, what
can i do to have 'outlook online all the time'.
