Default Toolbar at top of page

I was using the Beta version of Office 2007. When I put the non-beta version,
I can't seem to find the ability to have a small toolbar in the header (not
right word) where it has the folder name and Outlook.

that is the QAT -is it only available in forms, not the main outlook
window.
