How do I set up my Newsgroups in Outlook? Is this considered an RSS? I
already have a newsgroup account with Comcast.

No. Outlook is not a news reader and never will be. Use a news reader.

Outlook Express had a news reader capability in which I set up my Comcast
news site. this provided both e-mail and also a news reader program. Is
there a separate program I could use for this function?

Anyone you want. OE is fine. I use it because I can invoke it directly from
Outlook with the News command. It makes you feel like you're using Outlook
without having to add newsreader code to Outlook's bloat.
