Missing File Type URL:MailTo Protocol

I am missing "URL:MailTo Protocol" from the list of file types under Windows Explorer/Tools/Folder Options/Programs. I believe this missing item is the cause of the following problem: Since installing IE7, whenever I click a mailto link in a web site I get the message, "Could not perform this operation because the default mail client is ot properly installed."
