Default Outlook email address

I am dealing with Outlook 2003 and Exch srv 2003.
I have a user that when he is creating a new email, he types the first
letter in the address line nothing dynamicly appears, for him to choose.
It is like it is a new install.

Can that list be turn off and on?
Where can I control it?
