Default 2003 Rules Question "Pop3"

Can one use "Rules" to manage incoming mail if they are using a "Pop3" server?
If so where will I find a detailed description of "How to Write Rules?"

Yes, you can use rules with a POP3 account. See
http://www.slipstick.com/rules/index.htm for more information on rules.
