Default E-mail going into Junk Mail

Currently I have one user that constantly gets about 2 or more valid e-mails
from customer that go into junk mail folders.

The junk E-mail setting is set to low and I even have the Safe Sender
Automatically add people I e-mail to the Safe Senders List.

I don't know what else i could fix to change this.
