The OL2003 mail accounts are stored in the registry, there are third party
apps that will save and restore these settings, whether they work in Vista
is another thing.
You can, within OE on the origonal PC import your Accounts, then Export
them
to a file.
Whether in Vista you can then import these settings into Windows Mail to
finally, within OL import these settings I cannot answer but I would
assume
Win.Mail has the ability.

You really don't want to transfer those settings between versions.
Configure your mail profile and link (don't import or overwrite
anything) the pst-file to Outlook by File- Open- Outlook Data
File.

I used the Office 03 "Save My Settings" wizzer on the XP
computer.

But, it appears office 2007 does not have this wizzer.
