Default 2007 outlook install

i have 2003 office small business. i upgraded to 2007 small business. when i
try to install outlook 2007 there is a red x. i tried uninstalling 2003
office. no good. reinstalled 2003 office ans uninstalled outlook. no go. 2007
small business do have outlook correct?
