Default "mail client cannot fulfill msg request"

I've set Outlook as my default and it appears to work - except that every 30
second this message pops up:

Either there is no default mail client or the current mail client cannot
fulfill the messaging request. Please run Microsoft Office Outlook and set
it as your default mail client.
