Default OL 2007 33.3kbs dialup OT decides for me which EMails to download

I have Outlook 2007 and when i use a slow dial up connection 33.3kbs Outlook
seems to decide that anything over 210kbs it won't download, but to make it
worse it then doesn't download the next message which maybe only 10kbs and
the next and the next, than it will decide OK i 'll down load this one. But
to make things worse outlook thinks it's downloaded them and then next time
will skip them.
Please help....
