Outlook 2007 Ignoring PST setting

Default Outlook 2007 Ignoring PST setting

Trying to setup a personal folder file via a PRF file and Outlook is not
looking at configuration. It just prompts for where to save and what file
name even though the PRF states it.

PRF file:

I'm now trying the /importprf command and getting the same results.
