MSVCR80.dll error missing outlook.exe.manifest

Default MSVCR80.dll error missing outlook.exe.manifest

I recieve "this application has failed to start because MSVCR80.dll was not
found" error when opening outlook 2007 running on Vista business. I have
found forums mentioning this error.

However all the suggested solutions do not work for me.
If i look under C:\Program Files\Microsoft Office\Office12 - i dont find
outlook.exe.manifest file as mentioned in forums. If i copy the file from an
XP Pro pc running Oultook 2007 and paste into the directory, outlook opens,
but then runs "setup configuration process" After this runs outlook works, if
i close and open outlook then i get the same error. I look under installation
directory and the manifest file is deleted again. Forums have also lead me to
believe it's an add in for outlook that causes the problem. I have narrowed
down the umoutlookaddin.dll file under C:\Program Files\Microsoft
Office\Office12\ADDINS. If i rename the file, Outlook opens, however again it
runs "configuring microsoft office 2007 Hybrid" and recreates the file -
outlook now runs untill restart and MSVCR80.dll error appears again. I have
associated the error with the intallation of an accounting package "Pastel
Partner" Their support team seem to be stumped by the error. I questioned
them if their program has any physical add-ins with outlook and they so no.
The only association is when sending emails from the accounting program - it
requests access to outlook to send the mail. If this is an add on issue, how
do i stop the addin association with outlook ? I am at a total dead end here

Peter why you ever ask about Norton ???
I remove everithing of Norton and the problem persist , This MSVCR80 problem
dont have any relation with Norton to me
