outlook 2007 installation

I have outlook 2007 installed, but it looks like outlook 2007. It doesn't
have the ribbon look. It looks like outlook 2003. Using Vista, installed from
full version, started from scratch. Never had outlook 2003 on this machine.
What could I be doing wrong? Or what could I have done wrong?

Steve,

Outlook 2007 only has the Ribbon when you open items. The main Outlook
"explorer" window does not use the Ribbon interface.
