Try looking at the registry:
HKCU\Software\Microsoft\Office\11.0\Outlook\RPC do you see a DWORD called EnableRPCTunnelingUI ? If so, set it to a value of 1. Also, make sure you check HKCU\Software\Policies\Microsoft\Office\11.0\Outlo ok\RPC for the same EnableRPCTunnelingUI value.
