Default Need to disable "Don't send a response." calendar option.

Does anyone know how to disable the “Don’t send a response.” option when
accepting Outlook 2007 meeting requests so that users must either edit the
response or just send the response? This is not an option found in the
Office 2007 GPO template or OCT tool. I have tried the registry hack for
2003 found he http://support.microsoft.com/kb/909109 but no luck. Please
help…
