Default Outlook Rules

I am considering changing to Outlook from Thunderbird. I have information on
how to migrate my emails, addresses and calendar ro Outlook, but I have no
information on converting the Thunderbird Filters.

I understand they are called Rules in Outlook, but I cannot find how to
access them in Outlook. I read that they should be under the Tools tab but I
have no such option.

Does anyone know how to get the rules feature to run? Did I mess up the
installation somehow?

I just realized I failed to say that I am using Outlook 2003

'Tools|Rules and Alerts' in my copy of Outlook 2003; be sure to wait for the
menu to expand all the way.

This forum wll not let me post an attachment, but I have a screen cature
that shows it is NOT there. I waited until it was completely expandd - just
NOT there.

Right-click the menu area and check Advanced. You should get another
toolbar whose right end contains a "Rules and Alerts" icon.

OK, did that. I got a toolbar that contains (in order) Outlook Today, back,
forward, up one level, reading pane, and undo. No rules button.

I am still stuck on this problem.

I tried un-installing OUtlook and then re-installing but I don't think it
did a complete uninstall as the new version remembered many things from the
old one.
I tried removing Norton anti-spam but that didn't change anything - I
wondered if its rules are over-riding Outlook's

I really want to convert to Outlook but without rules I cannot even
contemplate it. Any suggestions as to what I try next?

Never mind.

I created a new profile and then re-installed my email and I now see it.
Maybe I did not have the email account installed correctly.
