Default Need to stop all em except for 1 or 2.

I'm trying to set up a rule to stop all email except for 1 or 2 people.
I'm unable to figure out how to do this & need help, or if it can't be done
would like to know of a good 3rd party program that will.
I'm running OL Express 6 on Win XP.
Thanks for the help!

PS: I know I could add all "100,000" contact people in as rules but that
would take a "1000" years. Would like to know an easier and quicker way to
block all but a couple people.
Thanks & sorry for not clearifying the 1st part.
