Default Outlook 2003 rule

We have a mailbox Customer Service(Exchange 2007) which is shared among
several users all which have send on behalf privlidges. I need to keep track
of sent items that are sent from the idividual users who are sending on
behalf of the customer service MB. I log into customer service mailbox and
set up the rule but is only client side and does not work for the individul
users.
