Default Following a URL in Outlook

When I click a URL I receive a message saying something like "General
failure. The URL was: xxx". What can I do for this?

Default Following a URL in Outlook

This appears to be a default browser problem. In the two cases I found by
searching, the problem was solved by setting IE to be the default browser;
in one case by using "Set Program access and Defaults", and the other using
the "Programs" tab in "Internet Options":
