Restricting email addresses
How do I configure outlook to only allow certain users with the ability to
send emails to what we consider a restricted email address?

The intent is that only a select group of people should be able to to send an email to this "restricted" email address within our organization. Do have to set this to block all users and then add the allowable users after?
