How do I configure outlook to only allow certain users with the ability to
send emails to what we consider a restricted email address?

How do you block those messages now? Simply adjust whatever it is that you
do to block the addresses.

We do not currently block any of the emails this is what we are trying to put into place. The intent is that only a select group of people should be able to to send an email to this "restricted" email address within our organization. Do have to set this to block all users and then add the allowable users after?

This is best done on the receiving side. Exactly how depends on what mail
client will be used on the receiving end.
