Default Deploying custom email fonts in Outlook 2007

I am in charge of the Vista and Office 2007 image build for a "big four"
accounting/professional services firm. Before calling Microsoft, I'm
looking here for a little advice.

Our branding & standards group has asked us to make Verdana 10pt. black
the standard font for new emails, and Verdana 10pt. blue the standard
for replies.

What I'm looking for is the best way to do this. It seems that this
isn't configurable in the OCT, so I assume it's not confgurable via
Group Policy. It's also not possible to implement via a PRF. I've
investigated editing NormalEmail.dotm, but I don't think that will help
me on replies. I see references to NormalEmail.dotx, but that file
doesn't exist on our systems. So, I think I'm down to a VBScript or
similar tool to modify the registry after profile creation (same as
editing the Stationary & Fonts settings manually).

Am I missing anything? I hope I am, actually. If there's a better
way, I'll take it.

Also (although this is probably trivial info), why don't we have
NormalEmail.dotx? It looks like some people have one or the other, but
not both.

Have you looked at Outlook Profiler?

Nah, I think I'll either deploy a script via SMS or just have the GPO
guys put those reg entries into the template for Outlook 2007 and be
done with it.
