Default Configuring Outlook

I am trying to configure Outlook on a laptop computer and the error message I
am getting when trying to setup the user is: "the action cannot be completed.
the connection to the microsoft exchange server is unavailable. outlook must
be online or connected to complete this action"

How can I get past this? I have checked the registry editor (fine) and have
checked the exchange service to make sure it is online. Any help would be
greatly appreciated.
