Default Outlook blocks internet

my client has a copy of outlook (teacher/student) 2003 in XP OS that will not
allow connection to the internet.

when i enter user/password etc and test connection it stops at first check
with unable to go online.

but in express i can get online.

I'm not sure how to troubleshoot this. Any thoughts welcome.

Which type of account are you using?
What is the exact error message you get returned when trying?

the account is for a pop3 from the ISP.

the error is simply the first tick /check when testing the new account
during the account set up part...in the window with username and password,
pop3 server address and smtp etc., it just cannot establish an internet
connection when I am already online. It works in Express ok as I said earlier
so I know it's nothing to do with the account information.

Default Outlook blocks internet

Do you have a firewall that could be blocking Outlook?
If you finish the account configuration and press the Send/Receive button in
the main Outlook window, what error do you get then?

i didn't proceed with the account because it would not pass the test. I tried
a number of times before trying express set up. No AV installed as yet
because it's a new installation, and i did turn firewall off for testing this
issue. It's baffling.
