Default Installing add-in

I am trying to install the add-in accolk.dll (Data colelction for MS Access)

Running Office 2007 SP1 on Windows XP SP2. Nothing happens when I try to
add, no error message and it does not appear on the Active or Inactive lists.
I have downloaded a copy of the add-in just in case mine was corrupt - no
change.

Any suggestions appreciated.
