"Create rule" does not work.

Default "Create rule" does not work.

When I use "Create rule" (Right click on a message), it does not work. The
rule name appears in the Rule and Alerts window (Tools/Rules and Alerts), but
nothing appears in the "Rule Description" box and the Change rule and other
links at the top are inactive. It used to work but since I installed Office
2003 after trying Office 2007, it does not work.
