Computer: stand-alone notebook PC running Widows XP Pro, SP2, all updates

Problem:

I uninstalled Office 2003 and then re-installed it.

Word and the other programs except Outlook 2003 appear to be fine.

When I double click Outlook (even if I use Safe mode), it appears to start,
goes to the outline of the mail screen and then quits. I then see the
following dialog box:

"Cannot start Microsoft Outlook. Unable to Open the Outlook Window. The
set of folders could not be opened. The server is not available. Contact
your administrator if this condition persists."

Anyone have any idea what is going on here and how to take care of it?

Sure. You haven't properly configured a mail profile.

Use the Mail Applet in the control panel to check the account settings and
that the data file is connected.

I sent my computer back to the manufacturer for a new hard drive.

PRIOR to sending the machine in, I had imaged the old drive (and by the way,
Outlook was working fine).

When I restored the new hard drive, everything was working fine (even Word),
EXCEPT for Outlook.

Therefore, I figured I would try the "uninstall then reinstall" approach.

It appears to me that even after an uninstall, Microsoft is still storing
REMNANTS of this application in, at the minimum C:\program files\microsoft,
C:\Documents and Settings\Name of User\Application Data\Microsoft\Outlook AND
C:\Documents and Settings\Name of User\Local Settings\Application
Data\Microsoft\Outlook and who knows where else?

What's wrong here?

Niether the data files or the Profile is affected by an uninstall/reinstall
Use the mail applet in the control panel to create a new Profile, add the
data file & accounts & test

It now says the same, "Outlook3.pst is not a personal folders file" which is
pretty odd since it was one before.

How can one remove Outlook AND all its remnants?

Thats unlikely to do anything.
Run scanpst.exe on the outlook3.pst
If it gives the same msg then this pst is corrupted
