OPEN DIALOG BOX
I believe that this is related to a recent patch, KB946983 (Outlook
2007 Update). A dialog is supposed to collect your name and initials for Office 2007. You should be able to open another Office app, if you have one, like Word, and enter the info in the dialog. Then try Outlook again. If not, you can try uninstalling the above-mentioned patch.
