Default MS Time Zone Utilty

After installing I receive this error:

Microsoft Time Zone has detected that balloon notifications are disabled on
this system. To see My Locations balloon, you must re-enable the setting in
the registry.

And can not locate where this is at in the registry.
Thanks for your help.

this is the tooltip key for windows xp:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Advanced
REG_DWORD ShowInfoTip
