Rules and Alerts dialog fails to launch
When I click on Rules and Alerts in the Tools menu, a dialog appears and
fades almost instantly. What can I do to make the dialog stay visible?

Start with Outlook version and mail account type.

So these are Hotmail accounts then? Those do not support rules from Outlook.
