it's really kind of amazing that they DIDN'T anticipate the desire for such a

They know people want it, but the cost of making it work was too high for
current versions - other features are more useful and less costly to implement. yes, i can certainly see how that could be a factor, given Microsoft's
limited profit margin. It has nothing to do with their profit margin. Individual products do not
have unlimited time and resources to add features so they have to pick and choose. Part of the process involves assigning the value of the developers time to add/change the feature, additional bugs it might introduce and the number of people who want each feature. They use this to triage the features and determine what gets done and what gets pushed back for the next version.
