Default I need help!! with OUTLOOK!!

I am trying to force the reply to all Outlook messages in HTML. The
only software that does this, that I have found, is Bells and
Whistles. Bells and Whistles has problems and stopped working after a
year. There must be another similar app out there. Anyone know of one?
