Default Cannot suppress winmail.dat

I have set the mail format to use HTML, yet attachments are still sent as
winmail.dat. This was true with Outlook 2003 and continues with Outlook 2007.
I tried Plain Text as well with no better result.

Send a test mail including attachment to your self, still the same?

double click on the email address - is it set to always use RTF?
