Default pst backup tool saying it's already installed while it's not

I am trying to install Microsoft pst backup tool but it's showing that this
tool is already installed. While I am unable to find it in Microsoft Outlook
to use it or in Add/Remove program to remove it for re-installation.

I am unable to understand that if ii's installed then why it's not showing
at any of the place and if it's not installed then why it's not installing.

how can we check that from where this problem occurs.

The Outlook Personal Folders Backup tool is installed on my machine as well,
and it doesn't appear in Add or Remove Programs.

To get it to appear in Outlook when Windows claims it's already installed,
click ToolsOptionsOtherAdvanced OptionsCOM Add-InsAdd. Browse to
C:\Program Files\Microsoft Office\Office10\AddIns, select outbak.dll, and
click OK until all the dialogue windows are closed. You may also have to
stop and restart Outlook.

After furious head scratching, Anurag asked:
