This is caused either by a rule you have doing it, an add-in that's not
operating correctly, or your antivirus or -spam program. Make sure you have
no rules. uninstall your antivirus program and reinstall it without any
mail scanning feature, and try starting Outlook once in safe more (hod Ctrl
when starting Outlook) to see if the behavior changes.
