Default Restricting deletion

Is there anyway to restrict users from being able to delete their mail from
their inbox or from their sent box?

No. They "own" the mail. They can do what they want with it. A better
option is having them engage their brains before acting.

No, but if they also empty deleted items and you are using exchange server
it can be saved in deleted items retention.
