Is there a way to stop outlook 2003 prompting for safe mode?

Yes, but it entails determining why it's requiring it in the first place.

Default Outlook 2003

The environment is Citrix on 2000 server. When I installed office 2003 using
a mst configured to automatically configure exchange settings. Unfortunatley
the mst works and creates the custom11.prf in the c:\program files\microsoft
office directory but when the user runs outlook for the first time it seems
to ignore the .prf and runs the wizard. If I add the importprf=c:\program
files\microsoft office\custom11.prf to the registery, outlook comes up with
an error saying that "Outlook failed to start correctly last time. Starting
outlook in safe mode..... Do you want to start in safe mode?" If you say yes
the wizard is launched, if you say no outlook opens and is properly
configured. This is why I want to disable safe mode.

You're outside of my experience with prf files and mst files. However, I
doubt there's any way to disable safe mode. Safe mode indicates a problem/
