Default Connection to the server could not be established

have just installed outlook 2003. I have comcast DSL connected through
ethernet.
My email acct setup is http with a hotmail account.
Under internet E-mail settings in outlook I have selected LAN connection.

Getting "time out error trying to connect to server" message when trying to
send/receive. I also get a popup from my toolbar icon tha says Connection to
the server could not be established http services.msn.com/svcs.... is now in
offline mode.I and I know I am online. and I have the "work offline"
un-seleted in file menu.
