Default Read Receipt

I can't seem to get the read receipt to work. I'm using Outlook 2003 with pop
mail. It used to work and then all of a sudden it stopped. Whenever I have
the option selected under Tracking Option for a read receipt and send an
email, I never get notified that the user has opened the email. I checked the
registry entry for the read receipt and it looks OK. I even tried removing
Outlook and all directories and reinstalling. Any help would be appreciated.
