Default Operation has been cancled

When trying to open a link in an email I receive this error message.. This
operation has been canceled due to restrictions in effect on this computer...
I can forward the email to my gmail account and open the link. Can I delate
Outlook and resore from my orginal disk then restore from my backup files on
my external drive from the Backup and Restore option with VISTA / Microsoft.
It is also suggested that I go to Tools - Internet Options - Advanced Tab -
Click on Reset. THIS DOES NOT WORK!

What is the the best fix?
