Default Name could not be resolved. The connection to Microsoft Server is

How do I solve this?

I tried deleting the account from: control panel mail
Outlook will not start in safe mode either.

Name could not be resolved. The connection to Microsoft Server is
unavailable. Outlook must be online or connected to complete this action
