Can you create DL in Outlook if they're not contacts?

Default Can you create DL in Outlook if they're not contacts?

I will be sending out a blast fax to over 400 hundred people with Outlook
being the software I will be using. I want to create a distribution list.
However, the recipients of this fax are not currently in my contacts
database. My question is this: In order for me to create this distribution
list, do I have to add each of this individuals to my contact database prior
to creating this database? Or, is there some way I can just create this
distribution list? I know in Lotus Notes there was a way I could creae a
group and just type the email addresses. Thanks for the assistance.
