Default Need two separate contact lists

I would like to create a second contact list and synch only that list with my
PDA. Is there a way to do that, and if so, how?

Ask the maker of your PDA sync software, since it's the limiting factor in your scenario.

Most sync software will, by default, sync only with the default Contacts
folder. Some sync software is more flexible, but only you know the
capabilities of the sync software you are using. Try reading the
documentation or help that comes with it. It's certainly not a function of
Outlook.
