Default Dialing rules

I am using Outlook 2002 in Office XP in Windows 2K.

Each time I create a 'dialing rule' to dial a contact, and select the radio
button relating to that rule I expect that it relates only to the contact
that I have selected but instead it changes all the contacts and applies the
rule to everyone.

I want to prefix some calls with a 5 digit number (to dial mobile phones for
example) and other numbers (say in the USA) with a differen prefix (because
it is cheaper!).

I found a solution for a similar problem in Outlook 2000 in the KB but when
I tried to apply that solution I did not get the response that was supposed
to happen. The solution was to copy out all the contacts to desk top and
then delete "contacts" Then go to Actions/ Call Contact/New Call/Dialing
Options and then to check the box "settings for phone number formatting and
dialing" but this box is grayed out as it is all the time. So this solution
could not be applied! Help says that if this box is not available Windows
does not recognise the dialing format but all my telephone entries are
correctly 'identified' with the country code preceded by a + and the area
code is in the right place etc. so I cannot understand what is wrong! Every
time I dial the US I have to select "Dialing Properties" from the Contact
Call Contact box and selct the appropriate radio button and if the next call
is say Local, I have to do the same as ALL the contacts have the same prefix
as any selection from the Rules applies to ALL contacts!

Can anybody help?

Dialing rules have nothing to do with Outlook and are applied at the
operating system level.
