Default Prevent surrogate from reading a private message?

Is there a way to send a confidential/private message to an individual and
restrict to them only (i.e., so their designated surrogate won't get the
message)?
I have occasion to communiate with the boss (I'm employee relations) and he
wants me to send him e-mails about misconduct of his surrogate, i.e.,
advising him what to do. Obviously, the surrogate shouldn't get these
messages. I have searched and searched through Outlook help, and so far,
have not seen where this is possible? Has anyone else encountered this, and
if so, what did you do?

Set the sensitivity of the message to Private.
