Default Auto-dialling from Outlook

I have recently started to use a phone system (Avaya IP Office) that
allows dialling from Outlook (2003 in my case) using TAPI.

The problem is that I have to manually insert a "9" before the number
displayed in the New Call dialog box. I have tried setting the Dialling
Properties, but none of the options to insert the 9 make any difference,
even though at the bottom of the dialling properties box it says "Phone
number will be dialled as 9xxxxx xxxxxx" (we are a UK site).

I suspect the Avaya TAPI is avoiding the Phone and Modem Options
settings - any ideas anyone please?
